Role overview:
The Major Infrastructure Planning Associate Director leads key projects within the team including special infrastructure contributions, open space planning, the development and implementation of infrastructure funding mechanisms, coordination of land use and infrastructure strategies and infrastructure prioritisation and delivery.
Collaborating with key stakeholders to build out the strategy and achievement of the multi-disciplinary proposition to clients.
Role specific Responsibilities
- Lead on the strategic identification and resolution of planning issues related to land use and major infrastructure coordination.
- Technically advise on environmental and consenting aspects of complex major projects, with particular focus on Nationally Significant Infrastructure Project
- Develop practical policy and delivery solutions that enables infrastructure to be delivered to support growth
- Collaborate with internal and external stakeholders, including local government and state agencies and developers, to align strategic infrastructure priorities with land use outcomes and resolve infrastructure blockages.
- Support the delivery of infrastructure under agreed governance, assurance, and funding processes
- Demonstrate sound knowledge in strategic infrastructure planning, the planning framework, and government policy and trends in the development industry to progress infrastructure delivery and housing outcomes.
- Provide advice on sensitive matters, relating to strategic infrastructure planning.
- Negotiate, draft, and provide legal instructions to facilitate the preparation of planning agreements and infrastructure funding deeds with industry, agencies, and Councils, as required.
- Prepare and manage project budgets including the procurement and oversight of consultants to ensure project deliverables, deadlines and contract requirements are met.
- Provide high quality, accurate and timely advice to the Director and Executive Director to resolve complex cross government policy and infrastructure issues impacting the delivery of housing, infrastructure, and public spaces Key challenges
- Demonstrating sound governance and decision making in the prioritisation of funding for infrastructure with agencies, councils and developers that have competing needs in a funding constrained environment.
- Delivering a highly complex program with multiple inter-dependencies, multiple agency and Council inputs, in a highly charged environment, with changing political priorities.
- Engaging with diverse stakeholders to obtain input into delivery of planning outcomes given their sensitive nature and how stakeholders with potentially conflicting views may seek to influence outcomes.
- Working with other agencies on planning for their infrastructure needs in growth areas and influencing their forward program of work
- Enhance Company reputation around our proposition and quality of delivery
- Support, innovate and propose proposition improvements and offering for review of the SMT and Governance Board in respect of Strategic Company Growth
- Support and oversee development of the division in respect of Business Development, Marketing, Business Management, Recruitment and People Management.
- Meet Company expectations regarding fee earning targets
- Produce case studies and marketing material as required
- Attend regular marketing, networking & CPD events to promote the Company and its services via business development.
- Identify issues that might hinder productivity within the team and create action plans to tackle these efficiently.
- Optimise new business and cross selling opportunities with other Divisions where appropriate
- Support and mentor members of the Lanpro team for their continued development
- Line Management of Staff and undertake performance reviews
Personal Specification & Qualifications
- Chartered RTPI membership
- BA or MA Degree in Planning or related subject
- Previous report writing and making recommendations on major planning applications.
- At least ten years proven planning experience of large scale infrastructure projects in planning.
- Design appreciation and a flair for accuracy and creativity.
- Seasoned leader with management experience of directing and developing a team.
- Extensive experience of the planning process from preparation, submission to consent and appeal.
- Previous experience in a multi-disciplinary consultancy
- Previous experience of working on large scale national NSIP projects Experience in EIA Experience of Rapport Project Management System
